What Happens Next? A Guide to the UK’s New Powers Over Google

The UK’s competition regulator has designated Google with “strategic market status,” but what does that mean in practice, and what happens next? Here’s a simple guide to the process that will unfold.

First, the designation itself is a legal trigger. It doesn’t impose any immediate fines or changes. Instead, it formally recognizes Google’s immense market power (over 90% of UK search) and gives the Competition and Market Authority (CMA) the jurisdiction to create a special set of rules, known as “conduct requirements,” for the company.

The second step is consultation. Later this year, the CMA will launch a public consultation on the potential rules it wants to impose on Google. It has already flagged some ideas: forcing Google to offer “choice screens” with rival search engines, ensuring fair ranking in search results, and giving publishers more control over their content. During this phase, Google, its competitors, and other interested parties will submit their arguments and evidence.

Third, the CMA will make a final decision. After reviewing all the feedback from the consultation, the CMA will finalize the new conduct requirements. These rules will be legally binding on Google. The company will have to adapt its UK operations to comply with them.

Finally, there will be ongoing monitoring and enforcement. The CMA’s role doesn’t end once the rules are in place. The regulator will be responsible for monitoring Google’s compliance and can take further action, including imposing significant fines (up to 10% of global turnover), if the company breaks the new rules. This entire process marks a shift from reactive investigations to proactive, ongoing oversight of Google’s market power.
